Alice Billon-Galland is a research fellow at Chatham House, and one of the 14 NATO Young Leaders selected by secretary general Jens Stoltenberg to advise the NATO 2030 process. She previously worked as a Policy Fellow at the ELN, leading the European Defence programme and the ELN’s external publications.

Alice’s research focuses on issues linked to European security inclusive of transatlantic relations, EU, NATO, and with a particular focus on French and British foreign and defence policies as well as post-Brexit security cooperation. Her work has appeared in publications ranging from the Berlin Policy Journal, Newsweek, and the German Marshall Fund.

Alice is part of the Leadership Team of Women in International Security UK (WIIS UK) and a member of the Younger Generation Leaders Network on Euro-Atlantic Security (YGLN). She is also a 2018 GLOBSEC Young Leader and is affiliated with the French Institute of Advanced Studies in National Defence (IHEDN) through its Young Professionals’ Association.

Before joining the ELN, Alice completed a Master’s Degree in Public Policy at University College London (UCL) specialising in European affairs and foreign policy. Her dissertation analysed French EU defence policy in the context of the invocation of article 42(7) of the Treaty on European Union after the November 2015 Paris attacks.

Prior to this, she studied at the École Normale Supérieure de Lyon (France) as a normalienne, achieving a first-class Research Master’s in English Studies and completing the Agrégation of English language examination. Alice also held a Visiting Scholar position at Northwestern University (United States). Her previous research has been focused on US foreign and refugee policies, including analysis on countries in Central and South America.

Alice is fluent in English, French, and Spanish. She regularly comments on defence issues for international media from Deutsche Welle to the Wall Street Journal.
