Evgeny Buzhinskiy

Lieutenant-General (Retired), Chairman of the Executive Board of PIR Center

Dr Evgeny Buzhinskiy is a Lieutenant-General (Retired) and holds a Ph.D. in Military Sciences. He joined the the Russian armed forces in 1968. Between 1976 and 1992 he served in different positions in the General Staff of the USSR and the Russian Federation. During the following 10 years (1992-2002) he held the positions of Senior Officer, Deputy Head of Direction, Head of Direction, Deputy Head of Department, Head of the International Treaties Department at the Russian Ministry of Defense.

Dr Buzhinkiy was promoted to the rank of Major-General in 2000, and to the rank of Lt.-General in 2003. In 2002 he was appointed to the position of Head of the International Treaties Department and Deputy Head of the Main Directorate of International Military Cooperation of the Russian Federation Ministry of Defense. After his retirement from active duty in 2009, he joined the PIR Center as Consultant and was appointed as PIR Center’s Chairman of the Executive Board in 2014.

Outlines for future conventional arms control in Europe: A sub-regional regime in the Baltics

Deteriorating relations between Russia and NATO and the increasing capacity for rapid deployment and concentration of forces increases instability and the risk of military escalation, namely in the Baltic region. Against this background, the countries concerned could be interested in a conventional arms control regime that helps to prevent destabilising build-ups of forces and to enhance maritime security.
