Narcís Serra

Former Minister of Defence and Deputy Prime Minister

Narcís Serra is a Spanish academic and politician. He was appointed councillor of Territorial Policy and Public Works by the Catalan Government of Josep Tarradellas in 1977 and in April 1979 became Mayor of Barcelona. In 1982 he was appointed Minister of Defence in Felipe González’s government and in 1991 he became Deputy Prime Minister. From 1986 to 2004, Narcís Serra was also the Member for Barcelona in parliament.

In his early years, Narcís Serra was a Research Fellow at the London School of Economics where he studied Monetary Economy. In 1973 he received his doctorate in Economics at the Autonomous University of Barcelona (UAB) and later was a Lecturer in Economic Theory, first at the University of Seville and then at UAB.

Currently, his main lines of interest are the development of foreign policy, relations between the armed forces and society and the mechanisms of global governance, especially in the field of security. He has published The Military Transition (Debate, 2008, in Spanish; Cambridge University Press, 2010, in English) and, together with Joseph Stiglitz, The Washington Consensus Reconsidered (Oxford University Press, 2008).
