Adam Kobieracki (1957-2024)

Former Director of the OSCE Conflict Prevention Center and former NATO Assistant Secretary General for Operations

Ambassador Adam Kobieracki was a Polish career diplomat and expert on arms control and security policy.

During his distinguished career, Adam served three times as Security Policy Director at the Polish Ministry of Foreign Affairs (between 2015 and 2016, 2008 and 2011, and 2001 and 2003). Previously, serving as Director of the OSCE Conflict Prevention Centre (2011 – 2015) and as NATO Assistant Secretary General for Operations (2003-2007).

Between 1991 and 2000, he was part of the Polish Missions to the UN and OSCE in Vienna. He also served as the Polish negotiator at the CFE talks between 1989 and 1990 and during the CFE adaptation talks between 1996 and 1999.

Kobieracki was awarded the Knights Cross of the Order of Polonia Restituta in 2010 in recognition of his achievements in diplomacy.

The ELN was saddened to learn of Ambassador Kobieracki’s passing on 4 April 2024 and remains grateful for his commitment to the Network throughout the years he was a member.

Commentary

Saving the non-proliferation regime today for the benefit of tomorrow’s international security order

The 10th NPT Review Conference ended last week without an agreement on a consensus outcome document. At a RevCon side event to launch a new ELN project, network member Adam Kobieracki remarked that “diplomatic success should not be measured by the number and volume of documents agreed and adopted” but instead should focus on concrete steps that need to be taken to reinforce and implement the NPT system.
