Pathways and Purposes for P-5 Nuclear Dialogue

In the ELN Policy Brief ‘Pathways and Purposes for P-5 Nuclear Dialogue‘, Nick Ritchie outlines the P-5 dialogue on nuclear disarmament and non-proliferation since its start in 2009. For the P-5 process to succeed over time, concrete achievements will be necessary to provide a compelling narrative for domestic audience and to disperse the mistrust of the P-5 by non-nuclear weapon states.

Richie thereby identifies three interrelated future pathways for this embryonic process and relates them to the concept of ‘minimum deterrence’:

  • Strategic Dialogue
  • Multilateralising START
  • NPT Action Plan in Full
