Oleg Valentinovich Shulga is an analyst and expert in disarmament and military affairs and a certified Russian Federation UN Missile Inspector. He is the head of the consultancy company, “Shulga Consulting”.
Before retiring in 1996 as an Air Force Lieutenant-Colonel with the Russian Nuclear Risk Reduction Center, he served as an inspector and escort under the INF, START, CFE and Open Skies Treaties. Since 1996, he has been supporting Russian Federation and US Government Agencies and entities in implementation of the Cooperative Threat Reduction Program, predominantly in Strategic Offensive Weapons elimination projects. Between 2002 and 2003, Shulga was deployed to Iraq as the missile inspector of UNMOVIC.
