Nicholas C. Moulios is an intelligence analyst focused on all-sources intelligence and complex digital Investigations, working as a research consultant at the Hoover Institution, Stanford University. He has served at the United Nations Major Group for Children and Youth as a UNGA- mandated Regional Focal Point for the EMEA region Youth, Peace, and Security Agenda, transitioning into Science Policy Interface. Furthermore, he has been appointed an OSCE Perspectives 2030 Fellow working on strategic foresight of emerging technology challenges impacting European security. As a policymaker, Nicholas has been appointed at the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE), the Global Internet Forum to Counter Terrorism, the EU Radicalisation Awareness Network, and the Ad Hoc Working Group on Security Operation Centres of the European Union Agency for Cybersecurity (ENISA). Moreover, Nicholas has been appointed as an EU Youth Delegate to the G7 Summit 2022.

Nicholas Moulios, from the ELN’s New European Voices on Existential Risk (NEVER) Network, has written the ELN’s first commentary as part of this project. He explores the capabilities of OSINT systems for assessing and mitigating potential nuclear disasters, and how these emerging technologies can be harnessed to improve existential risk resilience in Europe and beyond.
