Before being appointed security adviser to Estonian President Toomas Hendrik Ilves in 2012, Merle Maigre worked at the Policy Planning Unit of NATO’s Secretary General, on secondment from the Estonian Ministry of Defence. She currently serves as security advisor to President Kersti Kaljulaid.
Maigre has worked as a researcher at the International Centre for Defence Studies [IKK ICDS], where she specialised in defence and security policy developments in Ukraine and was in charge of launching and running the Project Civil-Military Relations in Estonia and International Good Practice. In 2005-2007, she was deputy head of the NATO mission in Kiev, Ukraine; prior to that, she worked in the Ministry of Defence and in the Ministry of Foreign Affairs.
Ms Maigre’s membership of the European Leadership Network is in a personal capacity.
